The City of Tucson and Pima County have jointly prepared the draft Federal FY2025-2029 5-year HUD Consolidated Plan for the period beginning July 1, 2025 and ending June 30, 2030. The 2025-2029 5-year Consolidated Plan and FYY2025 Annual Action Plans for Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) programs summarize the housing, homelessness, and community development needs of low- and moderate-income people and areas, and special needs populations, and the strategy for using program funds to address those needs.
The City of Tucson and Pima County have also separately prepared draft Federal FY2025 Annual Action Plans for the year beginning July 1, 2025 and ending June 30, 2026. The City of Tucson FFY2025 Annual Action Plan describes the planned uses of an estimated $5,068,664 of CDBG, $463,021 of ESG, and $1,054,399 of HOPWA funding, and $3,148,08 3million of HOME consortium funding administered through an intergovernmental agreement with Pima County. The Pima County FFY2025 Annual Action Plan describes the planned uses of approximately $2,567,968 million of CDBG and $234,278 of ESG funding.
Consolidated Plan Summary. The City of Tucson goals are to invest in 1) community facilities and improvements, 2) human and public services, 3) decent affordable renter and homeowner housing, 4) preventing and reducing homelessness, 5) housing and services for people with HIV/AIDS, and 6) program administration. The Pima County goals are to invest in 1) community facilities and improvements, 2) public services, 3) decent affordable homeowner housing, 4) preventing and reducing homelessness, and 5) program administration. The objectives of the Plan are to develop viable communities by providing decent housing and a suitable living environment, and expanding economic opportunities principally for people of low- and moderate-income.
Public comments. The City of Tucson and Pima County encourage residents, subrecipients and grantees, public agencies, and other interested parties to review the documents and submit comments. Pima County Public Hearing to receive input on the documents will be held on April 15, 2025 at or after 9:00 am at the Board of Supervisors Hearing Room, 130 West Congress, 1st Floor, Tucson Arizona.
The Pima County Board of Supervisors Hearing Room is wheelchair and handicapped accessible. Any person who is in need of special services (e.g., assistive listening device, Braille or large print agenda material, signer for hearing impaired, accessible parking, etc.) due to any disability will be accommodated. Please contact the Clerk of the Board at (520) 724-8449 for these services at least three (3) business days prior to the Board Meeting.
City of Tucson Public Hearing to receive input on the documents will be held on April 22, 2025 at or after 5:30 pm in the Mayor and Council Chambers at City Hall, 255 W Alameda, 1st Floor, Tucson Arizona.
