Notice of Finding of No Significant Impact for Amphi Resource Center

On or about May 7, 2025, the City of Tucson Housing & Community Development Department will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) funds under Division L, Title II, of the Consolidated Appropriations Act, 2023 (Public Law 117-328) (the FY2023 Act), to undertake a project known as the Housing First Resource Center at Amphi Phased Project. The project consists of the conversion of a decommissioned fire station to a housing first resource center providing congregate shelter and supportive services to be undertaken in multiple phases.

Project activities include a Planned Area Development (PAD) and rezoning process to allow for a low-barrier emergency shelter providing outreach, essential support services for people experiencing homelessness, and stable temporary housing options. The City of Tucson, in partnership with Old Pueblo Community Services (OPCS), will coordinate the delivery of outreach, referral, housing navigation, behavioral health, and other support services. The site may also serve as a cooling center during extreme temperatures. The former fire station building will undergo facility maintenance and repairs to accommodate up to 50 shelter residents, provide restroom and bathing facilities, common areas for service delivery, and staff offices. Maintenance activities include replacing flooring, repairing and repainting interior walls, repairing the roof, repairing plumbing and electrical components, installing security fencing, and restriping the existing driveway. Furnishing and equipment will be provided for the shelter including beds and bedding, laundry appliances, self-contained mobile showers and bathrooms, storage containers, and staff desks and workstations. The next phase of the conversion includes rehabilitation of the building including installing a fire suppression system, installing permanent security fencing, and upgrading the electrical and HVAC systems. Rehabilitation will also include addressing onsite environmental hazards such as abating asbestos containing building materials, abandonment of a sand-oil interceptor tank and grease trap and mitigating and/or remediating soil hazards. Maintenance and rehabilitation activities are planned to be completed by Summer 2025.

The final phase of the proposed project may include additional property improvements including landscaping and fencing upgrades, replacing the roofing system, installation of onsite tensioned fabric structures to serve as permanent or temporary shelter structures or development of a non-congregate micro-shelter village, removal of the onsite diesel generator, and removal of the existing communications equipment and maintenance shed. The scope and timeline for the final phased activities has not yet been determined.

Total Estimated Project Cost: $7,757,000. Estimated project funding: $957,000 in Economic Development Initiative - Community Project Funding (CPF) funds, grant number B-23-CP-AZ-0056 through the City of Tucson. OPCS will fund shelter operations through a grant provided by the Arizona Department of Housing.

The project is located at 250 West King Road, Tucson, Pima County, Arizona, 85705, Pima County Assessor Parcel Number 106-02-225A. The project is located north of West Prince Road between North Oracle Road and North Stone Avenue in the Amphi Neighborhood Association. All comments received by May 6, 2025, will be considered by the City of Tucson Housing & Community Development Department prior to authorizing submission of a request for release of funds.
