P-CHIP Call for Projects Open

The People, Communities, and Homes Investment Plan (P-CHIP) grantmaking program Call for Projects is now open. On behalf of the City of Tucson, Housing and Community Development administers grantmaking through a variety of federal, state, and local sources. The City of Tucson is seeking applications from eligible organizations for funding for the City of Tucson General Fund, and Federal suballocation funding from the Community Development Block Grant, Emergency Services Grant, and HOME Rental Program. 

P-CHIP is HCD’s 5-year strategic plan, approved by Tucson’s Mayor and Council on November 7, 2024. P-CHIP grantmaking supports implementation of the priorities outlined in the plan. 

Call for Projects Funding Areas 

  • City of Tucson General Fund: Funding is available to support a variety of programs and activities which advance and address P-CHIP goals. The City of Tucson Mayor and Council allocates General Funds from City tax and other revenue to provide funding for human services activities. 
  • Community Development Block Grant: Funding is available to support a variety of eligible programs and activities benefiting low- and moderate-income Tucsonans through housing, expansion of community services, neighborhood revitalization, economic development. The City of Tucson receives CDBG program funds from the U.S. Department of Housing and Urban Development on an annual basis. 
  • Emergency Services Grant: Funding is available to support homeless shelter, domestic violence shelter, and rapid rehousing programs. The City of Tucson receives ESG program funds from the U.S. Department of Housing and Urban Development on an annual basis. 
  • HOME Rental Program: Funding is available for the development of affordable rental housing for low-income households that meet HOME program requirements. The City of Tucson/Pima County HOME Consortium receives program funds from the U.S. Department of Housing and Development. Program funds are limited and not intended to be the primary funding source for a project.

Pre-Proposal Conference Recordings Available 

Two virtual pre-proposal conference recordings and slides are now available. The pre-proposal conferences covered the grant information and applicants were able to ask specific questions related to the Call for Projects.
