Planning Commission Recommends Adoption of Plan Tucson 2025

On April 9, 2025, the City of Tucson Planning Commission held its second public hearing on Plan Tucson 2025, the proposed update to the City’s General Plan. After extensive public input, the Commission voted unanimously to recommend Mayor and Council adopt the updated General Plan, Plan Tucson 2025 with the following recommendations:

  • Annual Updates: The Planning and Development Services Department (PDSD) will provide yearly updates on progress related to plan action items.
  • Improved Permitting & Regulatory Processes: Language will be incorporated that aims to streamline permitting, reduce regulatory complexity, and enhance the economic feasibility of housing development.
  • Housing Affordability: Adjustments to policies will be made to better address housing affordability and to remove barriers to housing development.

The next steps in the process include:

  • Mayor and Council Call of Election: Scheduled for April 22, 2025
  • Mayor and Council Public Hearing (Tentative): Scheduled for May 20, 2025

The City will continue its public outreach and voter education, including a series of community pop-up events to provide information, gather feedback, and ensure residents are informed ahead of the upcoming vote.
